The European Federation of Employee Share Ownership (EFES) urges the European Union to encourage employee ownership and participation.

The European institutions have encouraged employee ownership and participation since 1990, in the PEPPER recommendations. But little progress has really been made. What instruments should the European institutions implement as of now to promote the development of employee share ownership and participation and apply the PEPPER recommendations? What practical action can be taken at Community level? How and within what time frame?

EFES held a European Workshop on the matter at the European Parliament on 30 April 1999, defining its European Action Program.
