I will have no objection to the appointment of Steve
Nieman as list moderator.

I take note that the proposal to delete messages from
the existing archive is off the table:-

The moderator will not be able to:

Friends,

To date I have received responses from nine of you,
out of the 28 contacted.

One appeared to oppose having a moderator. One did not
express opposition, but did not see the need for one.
Seven expressed support for having a moderator.
 
Also, as you may have seen, Alan has withdrawn his
offer to moderate. Rodney mentioned Steve Nieman as a
possibility. I don't believe I have heard directly
from
Steve on his willingness to serve.
 
As for the conditions that Rodney lists for his own
willingness to serve, there are two constraints.

One is a technical constraint. COG currently has no
funding to maintain the Virtual Think Tank. The OEOC
is directly subsidizing it with our staff time and
equipment. KSU computer support staff have graciously
been willing to provide minimal support for carrying
out tasks that are beyond the OEOC's capabilities.
 
OEOC staff can, for example, make changes on the
content of the web site pages, and the COG library.

Automatic processes like archiving messages require
KSU support staff. Whenever I need to delete a message
from an archive, I have to request this of a KSU
support staff person. Setting up the process that
sends all messages to a moderator for approval
requires a KSU support staff person. Since we do not
pay for this, we cannot initiate a process that would
require frequent requests for their time. The best we
can offer is to ask the KSU support staff to spend
some time setting up
the approval process for a moderator. Once this is
done, the moderator will be able to, without requiring
KSU support staff intervention:

a) stop personal attacks
b) insist on people keeping to the subject (capital
ownership)

The moderator will not be able to:

c) clean up the files
 
The second constraint is that of gaining the authority
from those who have been active on the list over the
past 12 months. Any decisions to empower someone to
act as a moderator, will require that a minimum of 14
of the 28 active participants express an opinion about
this, and that a majority of those expressing an
opinion are in support of the proposed moderator.
