Enron started as a pipe line company. The corporate domination also started with a pipe line it is called the IRS Tax Code (26 USC). It does not transport oil it transports money. We can take control of this pipe line and use it to eliminate the IRS and use it to replace all the tax codes Federal, State, and Local. We are moving toward a more perfect world. Perfection may be unattainable in the political and government structures that have not kept pace with the advancements made in the technological age in which we live. Those advances will however bring about changes in the political and governmental structures that will bring us much closer to the goal of a perfect society than anyone in the last century thought possible. The dissemination of information will be the driving force. Two catastrophic events, the Attack on America and the Enron bankruptcy show the need for systematic changes in the marriage of government and corporate power. The separation of Church and State has served this nation well, there should be a further separation that of government and corporate power. The most corrupting force that exists in the United States is the IRS Tax Code (26 US). This code has over six million words that have served as a catalyst for dishonesty. Those who file returns and are expected to honestly report on the two things that are taxed, income and profits. Surely the folly of this should be evident. The taxpayer becomes the tax collector. Those who are one hundred percent honest on reporting accurately their tax obligation are a rarity. The failures inherent in the system are widely recognized and if left to the people to decide would have been abolished long ago. However, It is the elected officials who make the decisions. Although elected officials may have started their terms with the intention primarily serving their constituents they succumb to money from the special interest groups. They then fulfill their obligation to them and do their bidding by adding more words to the IRS Tax Code which further erodes any semblance of fairness or equality. The impending Congressional Committees and Department of Justice investigations on the cause of the Enron debacle will spend their time pointing the finger at the opposite party as being the most culpable. Little discussion will take place on the real problem, a flawed system that cannot be fixed by any set of regulations or legislation. Any attempt to rectify these flaws will end in failure. It is however, possible to have a tax system that is incorruptible. A tax system built on a 1972 proposal by a Nobel Prize winning economist and known as the Tobin Tax. The concept is to debit transactions at the point of origin a small tax of one half of one percent on the two trillion dollars a day would garner tax revenues in a way that would be obscure and insignificant. The Tobin Tax is proposed for international transfers only and for the specific purpose of eliminating poverty in the third world also discourage attacks on national currencies. It would require the industrialized nations to work in unison to accomplish its goals. There are many hurdles that make this improbable or impossible in the present time. The first step toward this goal could be to use the concept as the basis for a new system of deriving revenues for the United States. We could establish a tax code that would be completely fair and just. It would establish a tax code that could not be evaded. It would not require a bureaucracy like the IRS to collect or administer, it would be an automatic system using Treasury accounts that already exist in the banking industry uses to collect withholding taxes. No one would have to file a return, the government would have no need to keep records as to how much any individual or entity has paid. It would save the thirty-eight billion dollars, the IRS share of the budget. It would save more billions that the private sector spends on tax accountants, tax lawyers, tax consultants, and firms such as H&R Block that are paid by individual filers who cannot fathom the complexities of a 1040 form and the attachments required. The tax code has built an entire industry whose costs when added to the cost of the budget represent an additional burden on the economy. The total cost might exceed or approach the money collected. This new tax code would be used for a single purpose that of deriving revenues. It would have a tax rate so low it would be insignificant to the average tax payer. It could raise more revenues than are now collected by the Federal, State, and Local tax systems combined. The only relevant questions are can this be done within the parameters of the Constitution and will it raise the revenues needed to replace all the other taxes Federal, State, Local.
