I agree with Ed's suggestion.  Something similar was done in post-World War II Japan.  How to finance the changes so that (1) the repayment of the government land acquisition bonds could be assumed by the farmers as interest-free loans repayable with future farm profits, (2) additional interest-free loans to farmers for improvements and advanced farming technology, and (3) interest-free loans to all Philippine citizens, including farmers, for feasible investment and future supplemental capital incomes in the alternative energy, educational, manufacturing, transportation, communications and other basic infrastructure of a 21st century economy is what was missing in Vietnam, Japan and elsewhere.  One possibility for financing these three goals is the adoption of a comprehensive "parallel legal system" such as we prepared for the former Minister of Planning Otton Solis of Costa Rica under a USAID contract before he was sacked.  (Otton just lost by a hair in his race in the last Costa Rican presidential campaign) (See http://www.cesj.org/homestead/models/costaricaesoplaw.pdf).  Somewhat more radical is to make all citizens equal shareholders of a national or regional natural resources bank (see http://www.cesj.org/homestead/strategies/regional-global/katrinaplan050907.html) that rents out all land and auctions off extraction fees that can be shared as dividends flowing to all citizen-shareholders (combining the ideas of Louis Kelso and Henry George), where financing of all productive activity can be done under either the "parallel legal system" or by mobilizing enough people power to enact a Capital Homestead Act for the Philippines.  (See http://www.cesj.org/publications/capitalhomesteading/whatif-flyer.pdf)

The problems you face, Eric, are built into all the capitalist and socialist systems.  The key to change is interest-free money and an overall economic infrastructure that builds a true ownership society, where economic power and money power flows from the bottom-up.  The challenge is to find new leaders who are not afraid of revolutionary ideas.

Could anyone suggest or  give me specific mechanics how did the Taiwanese did it? Our NGO of poor Filipino families is willing to include this in our campaign if proven to be effective and feasible  for the poor Filipino farmers and citizens as a whole.
The major issue remains to be  the defects of the present financial system in the Philippines that must be initially addressed and corrected  to the core. There can be no real justice without financial justice.  Situation is indeed  worse in the Philippines. Filipinos are not only  burning the candle at both ends but in fact fluctuating between hope and despair under the present system, deadly, life-soul-killing system of finance.
I have presented "solutions" below as I explain the Philippines: History, Debt and Poverty.
The campaign for monetary reform is crucial and critical indeed. I welcome more comments, suggestions, proposals or solutions from time to time  from anyone concerned to use as references. My work for monetary reform, alternative solutions for sustainable survival of the poor Filipinos, as the NGO license permits, will last until 2055. I have more years to fight but  I keep up the vision  vision for change.

ABOLITION OF POLITICAL PARTIES IN THE PHILIPPINES:
 
To begin with and to be precise, there can be no any political stability and sanity and economic security  and prosperity in the Philippines as long as there are bondage and preponderance of the parasitic, crooked, pestiferous, infinitely silly and immoral political parties and their hidden agenda continuously devastatingly and countlessly creating tomfooleries, troubles, everlasting throes of divisions, pains, atrocities, bickerings, backbitings, dilemma, misdirection, scandals and indignities to Filipino people.
 
Political parties are a  tactics of division and diversion or at times astute and tricky gimmicks of those politicians involved in the political parties who are under the heavy-duty evil spirits of greed, avarice, ambition, lies, scandals and personal vested interest. Political parties are a useless tool as these are only serve the "interest" of its or their members and selfish objectives, their mumbo-jumbo political strategies, their logic turning upside down only for the advancement of their ambitious power-grabbing political and economic ambitions and their insatiable and adulterous desires for fame and wealth. Their concern and interest are not of the common good or common people like the poor and the needy in the countryside suffering the unnamed horrors of debt, poverty, hunger, insecurity and hopelessness. Political parties are the protectors and lackeys of the economic racketeerings as they are the protectors of International Global Capitalism where they they get their juicy commissions.
 
Political parties and their politicians and the financiers are the enemies of the Filipino people. They are all liar. Economic security and prosperity is not possible under the debt-based financial-economic system and nasty-muddy politics.
 
The abolition of political parties in the Philippines is the drastic  major solution: As a concerned Filipino  citizen, a victim of debt and poverty for many years, as a  Filipino Activist for Economic and Monetary Justice, and as  a Filipino Monetary Reformer and Social Crediter/ now studying Socionomics-the new Science of economics of common sense,  with long years of studies and campaigns on these issues, I can say that our situation is already "acute" and our economy is in the dungeon of hopelessness and our survival is doomed to perish under the present heavilly corrupt debt-based economic system and nasty-muddy political system and pestiferous parties.
 
It is a challenge to anyone who would like to serve the country to let him or her,  be an individual candidate or an independent candidate without a need of forming or joining any political party.
 
The root-cause of this present despairing political  situation is the existence of political parties under the tactics of debt finance,  fighting each other, taking the Filipino people in captivity. The emergency  solution is to call for the abolition of political parties in the Philippines - this is the first step drastic  action.
 
URGENT FINANCIAL-ECONOMIC REFORM AND ALTERNATIVES:
 
Corruption is the major reflection or a bitter fruit of the heavilly-corrupt debt-based economics and corrupt political parties. If we really want to get rid of corruption or put it off, let us stop supporting any political parties in the country and even do something to destroy them slowly and precisely, Remember, corrupt politics or political parties support corrupt economics, PROMOTE HEAVILLY CORRUPT DEBT MONEY SYSTEM! They are two (2) faces in one coin. And sadly, compromised or even corrupt media communications also support whether inadvertently or intentionally, directly or indirectly the corrupt debt-based economics and politics by providing avenue of opportunities of all sorts of bickerings and even their failures to help address the root-causes of the problems.
 
1.  National Monetary Reform:  Stop or Cease Borrowing money from the private/foreign and international/transnational bankers. Stop paying interest! We have paid more than enough since since 1968 hundreds of billions of dollars without any respite, without any rest, without any consideration, without any pity to the poor multitudes suffering unnmaed horrors of poverty, hunger and diseases!  MUST WE TOTALLY AND DREADFULLY  STARVE OUR CHILDREN JUST TO PAY OFF THE DEBT FROM THE INFINITELY UNJUST, SILLY AND RACKETERRING COMMERCIAL, FOREIGN AND INTERNATIONAL BANKERS OF FIENDISH DEBT FINANCE?  Initially we must ask for debt moratorium or make an application to debt reduction or total cancellation of debt through pressuring campaigns to G-8 rich nations that monopolise world economy under the supervision and tutelage of the International Bankers, per se, IMF and WB with structural adjustment formula which is undeniably conducive to a form of 'ECONOMIC GENOCIDE' to the poor Filipinos and to all third world nations, promoting and causing the globalisation of dreadful poverty, hunger, violence and disorder, environmental destruction and degradation of human life. The major logic is economic  justice. Debt money system is the major tool behind the insatiable quest for economic growth that only benefits for the sake of the few, the rich and the powerful but indeed demoralises, impoverishes, shackles and torments and kills  millions and billions of peoples. Philippines is being financially screwed for interest of borrowings that only favors off the bankers and the politicians. The harsh conditions, prescriptions and dictations being forced upon the Philippines as the requirements for the eligibility of "aid" in the form of loans as only monetary gimmick are of CRIMINAL DURESS that can make us sick inside. Hence, the international banking racket is done using debt money system to financially and continuously rape the Philippines as the biggest and fantastic scams ever. 
 
Create our own money debt and interest free by using the Philippine Central Bank (BSP) facilities through seiniorage system instead of borrowing money from the private/foreign/international banks. Former Pres. Marcos did it. Other governments are doing it now, that's why they are debtless and in fact they provide economic security to their citizens. Other countries are about to do the same and under way in the implementation of monetary reform albeit there are others making complications, hypocrisy and barriers to change and justice.
 
2.  Regional Currency debt and interest free through parliamentary form of government in Luzon, Visayas and Mindanao. This will be a regional currency backed up by the permission of the Government and the people themselves alongside with the National Currency. Each region can have financial freedom without too much control of the national government and less miserable problems in finance and politics. It has been successful in Argentinian economy that save millions of poor Argentinian people from hunger, poverty, insecurity, debt and despair but needs to be perfected for the long-term.
 
3.  Provincial Monetary Reform: Each province must have 'PEOPLE'S BANK' - possibly the extension of Provincial Treasury Office or National Treasury Office creating and managing debt and interest free money or receiving grants or funds from the national government and or foreign governments. The "People's Bank" can give or provide interest free loans to the poor peoples in the provincewide and for the development of the local economy.
 
4.  For the economic security to the people, the surplus budget of the provincial government must be used to provide a supplementary/extra basis income to poor families, unemployed, sick and the poor and the needy in the province or a child support system/scheme to children of poor families.
 
5.  Credit Union: Every Provincial Government must support the establishment of CREDIT UNION with the 90% of the financial capital from the government and only 10% from those who would like to join for very low interest lending system to the members for the sustainable development of local peoples and economy.
 
6.  Provision of Cashless Credits: Filipino citizens whether in the national and provincial level must be provided cashless credits (not paper money) every year of their life. These credits would be entered on a Debit-like card. These credits could only be used for the purchase of foods, clothing, medicines, nutritional needs, rents or mortgage payments, light, water, telephone bills, transportation and other basic necessities for life or for sustainable living. Or the implementation of BASIC INCOME OR SUPPLEMENTARY SCHEME TO ALL CITIZENS. Don't pay IMF and WB and then give to  everyone equally  a supplementary basic income monthly, annually from the cradle to the grave.
 
7.  The implementation of community or complementary currency in any village or barangay or town or province. It is also debt free for the improvement of local people and economy. This is called LOCAL EMPLOYMENT OR EXCHANGE TRADING SYSTEM and other names. This has been very successful in many countries all over the world like in UK, USA, Canada, Australia, New Zealand, Switzerland and EU nations and in Asian neighboring nations like Japan. But this is only very limited in scope and only temporary in a community or region or province.
 
(Supplementary Option or Practical Solution) PLEASE READ THIS MATTER VERY CAREFULLY. I do not like jueteng under the present politicians' control. But I have other altertive practical proposal.
 
8.  Legalisation of Jueteng: Jueteng can help save our local peoples and local economy. It might not be necessary to legalise jueteng in a nationwide level but when necessary and appropriate in a provincial or regional level or in a municipality or a village or barangay level. But jueteng should only be managed and controlled by the local peoples or by the common people and NOT by the big businessmen or tycoons or by the politicians of any political parties. Jueteng can only be immoral and evil when it is controlled or participated by the politicians or government officials for their own interest and profits. We must only legalise jueteng to a place, province or region when it is necessary and calling up for a demand to help the local economy and help save the poor local peoples or families because of the lack or absence of money. Legalisation of jueteng, its profits must be NON-VAT or be exempted from VAT. However, its revenue could only be legitimately used for the development of local economy and economic security for the local peoples in a particular village or municipality or province or region. In other words, the income must go back to where it came from. 
 
I call it "Micro-Gambling System for Local Development and Survival of the Local Peoples" - as the economic or financial interim measure tool in our struggles under the present economic system. It is much better than legalising prostitution and pornography that damage life, family, culture, morality and faith of the local peoples.

Poor Filipino families are in the savage cruelty of poverty, unnamed horros of hunger, privations, exploitations and hopeleness under the present debt money system, getting worse day by day, month by month, year by year.  Are there no implementable solutions or  that we might advice the poor to better make "self-termination" or  take the ideology of voluntary euthanasia or mass suicide to end up the 'ECONOMIC MISERIES' in the Philippines? This is not a kind of moral blackmail.  IN MASS  SUICIDE, SHALL WE SEE AND MEET IN HEAVEN OR IN HELL?
 
If you feel it is difficult to support any of the abovementioned financial-economic reform proposals, and you feel you like to support campaigning for the legalisation of jueteng, please help. And to be blunt, let us legalise jueteng in Roxas City or in Capiz Province. Never mind the hypocrites using the aegis of morality and legality. What is important is that we have the system or the means for our survival, for our family, for our children. What is important is that we have alternatives in this age of survival of the fittest. Our Church and the Government cannot help us when it comes to money matters to help us survive under the damaging debt-based monetary system.
 
Other Supplemental Proposal: EXTREMELY SENSITIVE PROPOSAL FOR THE PANAY ISLAND.
 
Independence: Formation or Creation of New Republic in Panay Island
 
To deliver us from the extremely-chaotic Manila-based government politics, scandals, corruptions, unjust and defective financial-economic system, and if we want a radical solution, I propose a separation of Panay Island from the rest of the Philippines and create or form our own new Republic or our own new government, of our own system, of our own non-partisan goverment system, of our inflation-proof, just and stabled financial-economic system. Panay Island can be a new republic or a new government comprising of 4 provinces. We have the same governors, mayors and lower level members of the government, the only difference is that we have the elected or appointed President, Vice-President and the Cabinet Members. We can also elect Senators, Congressmen in each province. We can make this island economically prosperous and financially stabled without intervention of Manila. We can create our own money. The Panay Monetary Currency. We will also have our own armed forces, our national anthem and flag.
 
There are so many advantages if we will separate from the rest of the Philippines: first we will be away from the Manila-based scandals and silly politics. We will be free from Trillions of domestic and foreign debts that are impossible to pay until the end of the world. Panay Peoples should not contribute to pay interest to international bankers. Why do we continue to contribute to payments of interest when in fact loans borrowed by the Philippine government overseas do not or did not feed down to us but only to corruptions and only back to vicious cycles of interest payments.
 
Please help us to separate Panay Island from the rest of the Philippines and build our own government. The first thing to do is to ask assistance from the United Nations or even without but must be generally supported  by the Panay Island peoples. We do not need Manila anymore except in trade or barter. We do not need Manila-based corrupt politics and debt-based economic system. We must have independency in our island from the cruelty of the systems. This is the true LIBERATION OF PANAY.
 
I ask the peoples in all walks of life in Capiz, Iloilo, Aklan and Antique and Romblon  to be united in diversity and solidarity to separate ourselves from the rest of the Philippines and make our own new republic. I am sure many nations on earth will help us economically and financially. God will help us.
 
Let us stop politicking now. Let us build our new republic for the future of our children and generations yet unborn.

HOW LONG, O LORD, WOULD   THE POWER OF MAMMON OVER LIFE,  LAST? 
 

 The life of the poor in the Philippines   is indeed a cruel rigor under the most ruthless, parasitic, crooked and pestiferous debt-based-logged swindling monetary system of its monstrous cuckoos and monetary hoaxers, economic rascals and financial hoodlums mercilessly slaughtering and salvaging the multitudes of the poor with everlasting throes of pains, atrocities and countless indignities and unnamed horrors by adroitly and astutely monopolizing the monetary creation and operation.

 

As a poor Filipino Social Crediter / monetary reformer and activist for economic/monetary justice for almost 14  years from now in the Philippines passing through the gruesome miseries of financial panic, shackles and torments in the day to day and night to night torturous struggles wrestling of our own extremely-insurmountable and dire poverty-stricken circumstances of the roughest of economic litmus test of times under the most calamitous and disastrous debt-related dreadful poverty and financial-economic insecurity situation, let me comprehensively present to all people in the first world, most particularly to the peoples living in the G-8 nations-directly and indirectly involved in IMF and WB’s monetary crimes against humanity, the Philippines case of debt and poverty which as a whole, is extremely serious more than ever that calls for crucial moment of clear action and attention. The time is indeed ripe to take decisive action. And therefore I am assiduous indeed in this mission-struggle for monetary reform in my quest to liberate poor Filipino people from the bondage and evil yoke of the  monetary mafia men and bankers towards an era of economic democracy, justice, peace, freedom, equality, solidarity, charity, sustainable living and prosperity for all.

 

WHAT IS PHILIPPINES – ITS  ORIGIN AND PROBLEMS?

 

Filipino people in the Philippines is a crossbreed of many bloods and races living in over 7,000 islands, an archipelago between South China Sea and the Pacific Ocean with the total 75 Million inhabitants on which 88%  are in poverty. 50% of the entire population lives below poverty line. This is mostly in terms of monetary poverty and less in material poverty though many   do not have access to wealth.  In about 23 Asian countries which are politically independent in Asia, the Philippines is the only country that has a worst democratic form of government and is predominantly Catholic in religion.  In 16th century, Spain came to colonize the country for military and economic expansion in East Asia, where the first Filipino natives had  just build their own civilization, governance, economic livelihood, barter economy, dialects and methods of learning and survival. But our Filipino civilization on progress was stunted by the military and economic impositions of the Spanish successive rules discouraging any other way of life for the subjugated colony.  But somehow the Filipinos are thankful and grateful to Christian civilization because of  Faith and Morality but not of  Western-based economic system and methods. For the first time, Filipino natives’ peaceful civilization was curtailed by the foreigners in 16th century.

 

The Filipino natives were taught of Christian Catholic religion which was,  and is good. But our Filipino ancestors were forced to obey instead of allowing to  develop our own potentials. This forcible yoke upon the Filipino natives was for the enrichment of the European colonizers for the wealth of the land and the sweat of the natives through military and economic enslavements.  Under the Spanish rule and yoke, Filipino natives had revolutionized to obtain freedom and charter their destiny but was brutally snapped and quelled, silenced by death, exile, imprisonment and other forms of inhuman torments.

 
 

In the period of 18th century in the time of national revolution against Span seeking justice for all crimes against the Filipino native people, but alas, in vain. It was in 18th when the FIRST BANKING INSTITUTIONS were introduced  and existed in the Philippines by the SPANISH AND BRITISH TRADERS AND BANKERS. The first Spanish Bank “BANCO ESPANOL” was operating on deposit and loan accounts, relied on gold, silver and coins. It was  only in 1854 that Spanish Government/regime issues notes. Then followed by another Spanish Bank named “MONETE DE PIEDAD” (THE BANK OF THE POOR)  and was in operation for a decade but now it is owned by the private-foreign-commercial – Singaporean bank. And even in the time of  Spanish rule, there were already many banking institutions operating within Philippines where Filipino natives has suffered usury problems, privations and all kinds of sufferings of repression. Our Filipino native heroes were unsuccessful against the political, military, economic and monetary invaders.

 

ANOTHER INVADER AFTER SPANISH RULE:

The reign of Spanish power in the Philippines was ended on May 1, 1898 after a bloody sea battle between the American Naval Forces and Spanish Navy.  Spanish invaders were defeated.  In June 12, 1898, Philippines was declared independent from the Spanish rule with the first Filipino President Gen. Emilion Aguinaldo with the military assistance of the American power. But although Philippines was already independent from the Spanish rule, it became a new colony of America that on December 10, 1898, the American forged with the Spaniards the TREATY OF PARIS of the agreement of INFAMOUS CHATTEL BILL of sale  between the two countries when Spain has ceded the Philippines to the United States of America for the SUM OF US$20 MILLION.

 

When America took control  the Philippines after Spain, Spanish and British banks remained. America has established INTERNATIONAL BANKING CORPORATION and was absorbed by the NATIONAL CITY BANK OF NEW YORK IN 1904.   More banking institutions were established including the mind and issuance of coins. US CONGRESS approved Coinage System, established a Gold Standard Unit with theoretical gold PHILIPPINE PESOS. Gold Standard Act was enacted in 1903 but gold exchange standard lasted for only 30 years period.  In 1916, PHILIPPINE NATIONAL BANK TRUST. CO. was established as the sole depository of the Philippine Government-authorized  in issuing notes believably banknotes.  Also in this period  when a bill was passed creating a BUREAU OF BANKING and later became BUREAU OF TREASURY for the administration of the American and Philippine  laws concerning banking and currency. And also in this period was also the revolutionary efforts of the Filipino natives in the countryside against the colonizers, that for two years Filipinos had hard-fought against Americans but, alas, were also defeated bloodily  because of the superiority of US military and weapons.

By defeat and peace and even compromise offering  out of weaknesses, fear and discouragement, the Filipino leaders have finally submitted to the offer of PAX AMERICANA,  the American peace offer or in other terms, the offer of America to Filipinos to surrender and be submitted unto them.  In short, Filipinos were again colonized by the new white people of America. Eventually, America became the so-called foster-parent of the Philippines by imparting the Filipinos the English Education, the arts of governance, the arts of banking interest and usury, finance and economics and as well as American diet, health and vaccination. This was known as the PHILIPPINE COMMONWEALTH with the first President Manuel L. Quezon.  America promised the Filipino people to give independence and it was only  realized 48 years later in 1946 at the end of World War II that both countries have participated in against Japanese Imperial Army.

 When Independence Day was granted by American government to the Philippines on July 2, 1946 as declared and proclaimed by Pres. Harry Truman, the COMMONWEALTH GOVERNMENT remained and it ISSUED DEBT AND INTEREST FREE MONEY FOR THE NEEDS OF THE REPUBLIC AND ITS POPULATION. But it was only in a very short period of time when the Banking System was rehabilitated, changed and strengthened as patterned after the US Federal  Reserve System, and therefore the debt free money creation was curbed. And like US Federal Reserve System, the Central Bank of the Philippines was established in 1949 controlled by the policies of the American Federal Reserve Bank and now by the foreign/commercial and international bankers.  In 1986 the Central Bank of the Philippines became independent as it is known as BANGKO SENTRAL NG PILIPINAS (BSP) as provided by the Constitution.  And by the subsequent pressures of the US Federal Reserve banks and foreign-international banks, Bangko Sentral Pilipinas (BSP) was also forced to introduce trade and currency speculations although with trade and exchange controls for 10 years. In 1961 the Philippine Peso was allowed to float at the exchange rate of P2 to US$1, but now in continuing devaluation  at  P54 to US$1.

 

THE CALAMITOUS IMPACT OF INTERNAL AND EXTERNAL DEBTS:

 

Even prior to the independency of the Central Bank of the Philippines, the Philippines has already entered a commitment of membership to its first program with the pernicious IMF in 1968 through tremendous economic pressures, and eventually the country has undergone a re-structuring of its ballooning foreign debts and skyrocketing interest. Since its IMF dollar induced debts program at interest, the Filipino people had begun to experience successive series of excruciating monetary crisis, double-digit inflation and frequent Peso currency devaluation. The Philippines continues to incur the shocking impact, darkening and threatening sky of massive foreign and domestic debts, now posts  its total debts of almost close to US$200 BILLION or P5 Trillion and increasing rapidly than ever for 2005 with almost US$10 Billion annual interest payment plus payments to some odious debts to other bilateral creditors contracted by the past administrations.

 

In 1980’s during the time of great President Ferdinand E. Marcos, he vehemently opposed the system of IMF and WB. He proposed debt moratorium, cessation of debts and proposed Bagong Lipuna creation of Government Peso money debt and interest free which for sometimes he did from his Martial Rule power. But it did not last long as he was successively and heavily opposed by the International Bankers and countryside communist rebels. He was demonized by the Western-based and local economists and condemned by political enemies. He was dethroned from power by silly popular uprising known as ‘PEOPLE POWER’, was accused of graft and corruptions, dictatorships and alleged to have been the brain of the assassination of his political opponent Sen. Benigno Aquino, Jr. who was exiled in USA in 1980’s and was able to garner political supports and sympathy of the international institutions and communities. But all these wild accusations against Pres. Marcos and his family until now were not proven true because evidences presented have been too weak and unfounded.  All these things were fabricated by the global manipulators, international bankers and the communist rebels. Pres. Marcos has fought hard against the policies of the IMF, and had in mind to continue creating all the Philippine money through seiniorage system through the Philippine Central Bank instead of borrowing money at interest to  International Bankers. His dethronement was  found to have been caused by major manipulation and international plot of the international financiers and global manipulators. Pres. Marcos was also advocating ‘ASIAN DOLLAR REGIONAL CURRENCY’ in the 1980’s but was not materialized because of the mountainous oppositions of the global mega-bankers.

 

Following the People Power Revolution the  1st in 1986, Mrs. Corazon C. Aquino was appointed President of the Republic, then followed by President. Fidel V. Ramos, a military in 1990’s, followed by President Joseph E. Estrada in 2000—who was also ousted from power on another preposterous accusation of economic plunder and yet until now unproven, and followed by another People Power Revolution the 2nd  and appointed Mrs. Gloria Macapagal-Arroyo in 2001-2004, re-elected last May 2004 Presidential and National Election for another term of 2004-2010. 

 
THE PROBLEM WITH ALL THESE POLITICAL CHANGES AND GOVERNMENT ADMINISTRATIONS IS THAT THEY ARE UNDER DEBT FINANCE. ALL THESE ADMINISTRATIONS HAVE BEEN UNDER THE FOUL PLAGUES OF DEBT OF THE INFAMOUS DEBT-BASED ECONOMIC SYSTEM OF THE INTERNATIONAL MAFIA-BANKERS IN THE HOLOCAUST OF THE DEADLY QUAGMIRE OF PENURY WITHOUT RESPITE. THEIR TERMS IN OFFICE HAVE BEEN SUFFOCATED BY THE MASSIVE, NEVER-ENDING, EXCRUCIATING AND SQUEEZING INTERNAL AND EXTERNAL DEBTS AT HAIR-RAISING AND SKYROCKETING INTEREST PAYMENTS. UNDER THEIR TERMS, WITH THE LITTLE EXCEPTION OF PRES. MARCOS WHO FOUGHT AGAINST IMF AND WB POLICIES, FORCED BY MEMORANDUM OF AGREEMENTS WITH THE TRANSNATIONAL BANKING INSTITUTIONS, MANY OF THE MOST BITTER ORTHODOX FINANCIAL-ECONOMIC PILLS HAVE BEEN SWALLOWED TO AGREE AND UNDERGO THE CRUELEST ECONOMIC POLICIES AND STRUCTURAL REFORMS FOR FURTHER BORROWINGS UNDER THE TUTELAGE AND SUPERVISION OF THE FIENDISH AND INFAMOUS IMF-WB.
 

Life of the poor, bereft of financial-economic security and democracy, in the Philippines, is always prone   to   swiftly   running to death under the most ferocious and swindling debt-money system. The nation is known to be democratic in South East Asia but a sham democracy, bereft of economic bill of rights for the poor Filipinos but financial power and monopoly is solely vested to bankers, major privileges are favorable to multinational corporations, the corrupt politicians of various unstable and chaotic political parties, and the most subtle and adroit independency of the CENTRAL BANK OF THE PHILIPPINES, not just as a bank of the bankers but essentially a form of structural reform policy of the IMF in 1980’s following People Power Revolution I and as declared in the 1987 Constitution of the Republic of the Philippines, Article 12, Sec. 20. Hence, democracy is not what it is but DE-MOCKERY AS IRONICALLY, THE DEMOCRATIC PROCESS IS BEING TREMENDOUSLY MANIPULATED AT ALL SIDES AND SUBVERTED BY ELITISTIC PRESSURE GROUPS AND MONEY-ECONOMIC POWER COMPLEXES AND POLITICAL AGENDA OF THE DIFFERENT OPPOSSING POLITICAL PARTIES WHICH ENSURE THE FULFILMENT OF THEIR OWN AGENDAS, NO  MATTER WHOM WE ELECT OR NO MATTER WHICH PUBLIC FIGURES ARE VOTED INTO OFFICE. Democracy has become a democratic power of the few who control the   money, the local and   commercial  tricky bankers of the privately-owned Central Bank of the Philippines or BSP with special favors to foreign bankers and under the control of the BANK OF INTERNATIONAL SETTLEMENT (BIS) based  in Switzerland,  which is the central bank of all central banks in the world,  and the cruel policies of IMF, WB, ADB and other bilateral banking institutions in controlling money and perpetuating debt money system through banking deregulation, liberalization, privatization  and globalization policies.  It is not a real economic democracy because only hundreds rich but BILLIONS ARE POOR, MARGINALISED, DEMORALISED AND IMPOVERISHED. Poor Filipinos have been suffering economic slavery, sabotage, stagnation, devastation and deprivations of almost 80% of the population. In short  as a whole, a form of savage cruelty against humanity.

There are no greater human and civil rights violations than withholding of financial-economic security, rights and livelihoods of peoples. There is no greater ‘TERRORISM’ than financial manipulation and monopoly of  peoples’ credit, of the peoples’ livelihoods for privately political and financial gain. IT IS VERY SAD THAT MOST EDUCATORS, THE PASTORS, MINISTERS, THE RELIGIOUS LEADERS, THE POLITICAL LEADERS, THE ECONOMISTS, AND THE PEOPLE’S ELECTED REPRESENTATIVES: the Senators, Congressmen, Governors, Mayors down to officials of the low levels of the government in the Philippines, EMERGE AS THE UNWITTING ‘TERRORISTS’ too—who in silence, some perhaps or for certain for financial and political gain and interest, CONDONE DEBT MONEY SYSTEM, THE BANKING SYSTEM’S recondite harvesting of the fruits of the productive society’s labors.

 

IF THE BANKS CREATE AMPLE SYNTHETIC MONEY, WE ARE PROSPEROUS, IF NOT, WE STARVE.

 

The dehumanizing economic situation of 80% Filipino population because of hardcore poverty caused by debt money system must be given an utmost and serious attention before it is too late to the point of civil war and chaos. Philippines has become doomed as a very poor and heavily-indebted Third world nation in SE-Asia that under the present money, it is ostensibly hopeless to emancipate its inhabitants from the curse of spells of man-figure-made poverty. The whole nation is shackled and doomed without direction in the most deadliest economic crisis, the culmination of both monetary and material poverty are conspicuous everywhere under the cruel tragedy of debts of IMF-WB regime with rampant unstoppable effects of devastating violence, insurgency, war in the countryside, increasing family breakdown, spiritual, moral deformity, physical and environmental destructions.

 

Based on the reported statistics, we have around 15,000 death rate of Filipinos everyday in the countryside caused by poverty-related-hunger-diseases circumstances.  Philippines has 15 Million unemployed/under-employed in the countryside without any form of economic assistance or security or aid from the government. Forced by domestic poverty, insecurity, hunger, uncertainty, Filipino women are taking the very risky option of working overseas, shamefully as domestic helpers while their small children are left behind to husbands and family relatives with the cases of abuses, cruelty and maltreatments. There are already 4.5 Million Filipino women working as slaves mostly in the Middle East Countries where they suffer told and untold abuses, cruelties   and forcible prostitutions. There are around 700,000 to 1 Million Filipino women, many at young age, who are   mercilessly entrapped in trade flesh or in shameful, nasty and racketeering prostitution businesses that include pornography being operated by the local and international syndicates. Filipino women   being forcibly engaged in prostitution by financial-economic, poverty and family difficult  circumstances, are scattered overseas and in the countryside, and alas, reportedly, increasing in numbers daily.

 

Philippines has 4.5 Million cases of abortion annually or 1,111 daily. Unfortunately, abortion culture is supported by international agencies like UNPFA, WHO, UNICEF,  IPPF, corporations, foreign governments’ international development aid agencies, and individual tycoons with anti-natal propaganda and agenda mostly from the Western countries where enormous amounts of money from their own taxpayers’ money are used for death, are wasted so much for life-health-destroying and killing contraceptive-abortion methods in the Philippines but there is no any form of monetary and material aid to the poor and the needy Filipino families and children in the countryside.  Because of never-ending shortage and absence of money problems in relation to poverty, unemployment and insecurity, many poor Filipino women and mothers are pressured to do ABORTION – THE MURDER OF THE INNOCENT UNBORN CHILDREN. Millions cannot get  married officially that  end up in pregnancy with or without contraceptives . There are increasing numbers of Filipinos engaged in immoral practices of  pre and extra marital affairs that also contribute to poverty cases. Getting married in the Philippines is officially, civilly and sacramentally  expensive.  It only shows that money is really necessary to build a better family for a better community towards a better nation.  Without money is a kind of disaster.

 

88% of the Filipinos are poor, that is, 72.16 Million.  Hence, 50% of the 82 Million Filipinos lives below poverty line, that is, 41 Million where cases of death rate are very high in the countryside. And in order to prevent from poverty trap or not to be below poverty line, the Filipino Family actually needs a minimum US$300 in Philippine Peso equivalent monthly income for survival. (And if possible, if and when money reform proposals are implemented, there must be SUPPLEMENTARY BASIC INCOME OR DIVIDEND TO EVERY FILIPINO CITIZEN FROM THE CRADLE TO THE GRAVE IN THE AMOUNT OF US$300 to US$500 annually as a share of the country’s progress as everyone is co-contributor, as a co-heir of the country’s wealth, resources and production by virtue of citizenship, and according to the law of justice and charity and in obedience to the laws of God Who is the Creator of all good things for all).

 

But alas, at present, the ordinary Filipino citizen only earns $50-200 a month, or $1-3 a day. However, those who earn $300 a month are considered lucky. Government officials have much higher income but they are engaged in graft and corruptions and stealing money adroitly in the government coffers.

 

One of the major reasons why there are increasing syndicates in doing illegal businesses or illegal drug or gun trafficking and or increasing racketeering and scamming and heinous criminals is because of the lack of income for survival. And this exactly correct when one money reformer wrote that the lack of money turns good men bad as it drives individuals and communities into chaos, violence and bankruptcy.

Philippines has  3.7 Million children working from ages 5 to 7. There are 10.6  Million children are malnourished. In 1995-2000, there were 23 Million malnourished, although it declined significantly, but still the same. There are 28.7 Million Filipino young people who are alcohol or liquor addicts while there are already alarming rate of young addicts to marijuana and shabu and to other illegal drugs in the countryside. Hence, the total drug addicts are reportedly around 5 Million according to the latest statistical reports. Some are doing drug trafficking for business and employment purposes. However, illegal and highly-toxic drugs are also a real threat to all people. This is a real international problem affection nations and local peoples and communities. Again, under the present money system, this is all about profit of those companies and tycoon-individuals victimizing the poor and the innocents.

 

The official statistics of University of the Philippines’ Population Institute, and the evidences around, have shown that Philippines has increasing 1.9 Million suicide cases or 5,205 daily in the countryside. The major reasons or causes are :  poverty, debt, bankruptcy, desperate money problems, unemployment, insecurity, family problems, addiction, diseases and philosophical/ideological/spiritual reasons or cults. But most of these are mainly influenced by the present financial system.

 

There are millions of  poor Filipinos who have no access to potable water living in unsanitary and unhygienic shanty and squatter areas in the most unimaginable and cruel life survival daily. Philippines has 15 to 20 Million Filipino farmers and their families suffering the curse of  the banking-system-made poverty without any form of assistance from the government and 5 Million of them are suffering from deadly types of cancers caused by environmentally-devastating chemically-based farming only for the interest and benefit of the multinational corporations like MONSANTO. Because of debt money system and chemically-based farming, Filipino staple foods have been poisoned, contributing to increasing cases of   degenerative and auto-immune diseases. What kind of food we have now in the Philippines, not even good for the animals?

 

And because of poverty induced by the US$, Japanese Yen, Euro debt-based money system, it is also one of the major causes of PHILIPPINE ENVIRONMENTAL DESTRUCTION, depriving  Filipino people of the economic, social and cultural basis and natural environment, underlying the poor peoples’ existence in the country. For many years of cruel debt finance or debt-related poverty, the struggle to survive forces the poor marginalized families and the hungry to massive over-exploitations of sensitive eco-systems.  Poverty in the country caused by the debt-based economic system is continuously conflagrating in more than 7,000 islands that causes among other shocking miseries and throes of pains to groaning population, the untold and unimaginable environmental destruction and violence against nature. THE PHILIPPINE CLIMATE IS CHANGING VISIBLY DUE TO SCARCELY REDUCED LEVEL OF GREENHOUSE GASES AND BIOLOGICAL DIVERSITY AND IS DISAPPEARING RAPIDLY. It is admitted that Philippines is among the top 5 countries whose environments are in grievous danger. It is strongly depressing that most of the countryside rivers, lakes, streams, beaches most particularly in urban areas are becoming nastily polluted  endangering both  humans and animals. International Bankers and multinational corporations making large profits form the interest payments and the trades of chemicals do not  believe, when confronted, they have any responsibility towards the victims of the environmental destruction.  And even after the World Summit on Sustainable Development in 2002 in Johannesburg, South Africa, many of the Western-based nations – the investors of the international banks,  did not, as they still do today, the nightmarish situation of the poor Philippines and of the third world nations as a whole in the edge of   total environmental  destruction caused by their cruelest economic and monetary policies of debt money system under the supervision and tutelage of IMF, WB, ADB and other foreign-transnational banking/financial institutions. THIRD WORLD DEBT IS CALAMITOUSLY DESROYING THE ENVIRONMENT BY WAY OF FINANCIAL/ECONOMIC PRESSURES IN THE FORM OF MACRO-USURIOUS INTEREST PAYMENTS WHERE THIRD WORLD NATIONS AND THE HUNGRY AND INSECURED INHABITANTS HAVE ALREADY PAID MORE THAN ENOUGH FOR MANY CRUEL YEARS OF POVERTY AND ECONOMIC ENSLAVEMENTS.

 
 

Dreadful poverty due to chronic shortage of money as it is controlled in front of the rising prices of basic living essentials affects so much tragically to the nutrition an diet of the poor Filipino families and children, peace and order in the Philippines. There are so many crimes committed in relation to poverty and money problems. Increasing numbers of children and families   suffering malnutrition  in the countryside without any assistance from the government could only mean that the present financial-economic system is the HIDDEN MENACE  to peace, human health and nutrition. The poor Filipino families consume anything what is (or are) on the table in order to survive. The poor (mostly nutritionally ignorant with few exceptions, and  under the conspiracy of drug companies  about truths and lies of good health) are not so much bothered whether foods at hand are good for their nutrition  or diet or not, because what is important is that there is any thing they can take for the empty stomach. The poor Filipino population is under constant and heavy pressures daily by the violent system of the debt-based economy being perpetuated by government and the international bankers in collusion to our economists only interested to their private interest and profits and almost totally bereft of concern,  of  justice and of peace for the poor.

 

Just like any Third world nations condemned on earth by the debt-based economic system, the present financial-economic system in the Philippines is astutely and adroitly anti-life, anti-family, anti-human, anti-order, anti-justice, anti-peace and anti-nature. The never ending fluctuation of currencies as astutely manipulated by the fraudulent market mechanisms, by the INTERNATIONAL HIGH FINANCE CAPITALISM and the GLOBAL MANIPULATORS is a crime against the poor Filipinos. THE PRESENT DREADFUL POVERTY OF THE MAJORITY OF THE FILIPINO PEOPLE AND THE CONTINUING-WORSENING ECONOMIC AND DEBT CRISIS ARE WANTONLY CRIMINAL. Philippine Peso devaluation in favor of the mighty US Dollar and other first world currencies alongside with the high rate of inflation, is affecting the poorest of  the poor and is adversely nerve-wracking and torturing than ever. Money is only for the benefit and advantage of the financial-economic vultures, launderers, speculators, usurers and swindlers, war & scandal mongers, weapons manufacturers and traders, chemical and drug companies selling products inimical to health, peace and to environment.

 

I have been a victim of painful dire poverty, along with my family members, friends and town/province mates in the Philippines. And I can say that as long as we are here in this country or as long as the system of unjust finance goes on, we would certainly remain in poverty. Working hard did/do not liberate us from the curse of poverty. For all you to know, I suffered child hard labor, verbal and physical abuses, malnutrition, deprivations, dreadful diseases, hunger and all forms of injustice and employment discriminations in the past 1980’s and 1990’s.  The future in the Philippines looks dimmer and bleaker than ever. THERE IS REALLY SOMETHING WICKED MECHANISM   WITHIN THE ECONOMIC   SYSTEM  THAT CAUSES AND PERPETUATES  POVERTY, INJUSTICE, VIOLENCE, INEQUALITY AND DISORDER IN OUR COUNTRY.

 

As a Freelance Writer, an activist for economic justice and Social Credit monetary reform for many years working in  the Philippines, I have been seriously concerned and frequently worried about the situation in the country mainly because of the devastating effects of ENORMOUS INJUSTICE AND CRIMES being violently brought about by the infamous debt-based economic system. THE PROMISE ON PROSPERITY AND THE POVERTY REDUCTION TARGET ARE A DELUSION, A MIRAGE AND CONTINUALLY IN GREATER RISK WITHIN THE PRESENT SYSTEM, UNLESS A REALISTIC APPROACH TO ENORNOUS INDEBTEDNESS IS SERIOUSLY AND CREATIVELY TAKEN INTO ACTION OR UNLESS THERE IS MORE REALISTIC DEBT RELIEF OR CANCELLATION EFFORT THAT MUST BE FINALLY AND RADICALLY IMPLEMENTED IN THE THIRD MILLENIUM.

 

Because of economic injustice which is the cause of poverty and violence, the chronic shortage of money of the structurally-deeply-flawed debt-based at interest money system, millions of Filipino people are in the most debilitating situation.  Skyrocketing interest payments and UNPAYABLE FOREIGN AND DOMESTIC DEBTS ARE MORE THAN TERRIBLE THAT CONSEQUENTLY REQUIRE THE PRIVATIZATION OF GOVERNMENT ASSETS, IMPLEMENT OIL AND BANKING DEREGULATIONS FOR THE PROFIT AND ADVANTAGE OF THE INTERNATIONAL BANKERS, FREE TRADERS AD THE INSATIABLE INTEREST OF THE MULTINATIONAL CORPORATIONS.

 

Due to scarce employment opportunities, low wage and salary, poor working condition, injustice, poverty, debt, insecurity, bankruptcies, family problems and hopelessness within Philippines, there are around 7 to 10 Million Filipinos  working full-time and par-time as commonly called FILIPINO OVERSEAS WORKERS both in white and blue collar jobs, and some doing businesses legally and illegally for desired better lives, security and sustainable living across the globe. But despite of the claims of  US$8 Billion in remittances to their families back home, it still does little to liberate Filipino from poverty and lift up the Philippine government from fiscal crisis. In the first place, migration and immigration through helpful for the short-term, is not the solution to economy for the long-term so long as we are under the debt money system. Their Filipino migrant and immigrant workers are not also exempted from financial abuses and taxation policies. One example is the excessive fees being imposed by foreign/commercial  banking institutions upon the Filipino overseas workers when they send their remittances to their families to the Philippines.  And they are not also exempted from taxation when they come back home.

 

There are about 2,000 to 3,000 Filipinos leaving for employment abroad everyday in search for better lives and security. Many are reportedly suffering from abuses and maltreatment from racial discrimination to economic deprivations

 

It is also a savage cruelty that due to chronic shortage of money and devastating indebtedness of many poor families, we have millions of Filipinos who find themselves homeless, landless and asset less.  Just as the money is controlled by the private banks, land is likewise controlled by the Spanish descendant landlords, by the alien-business peoples like Chinese, Japanese, Korean, Vietnamese, and the American-British-European-based multinational corporations in multi-level business operations.  Hectares of land and home properties are, by law, mercilessly   confiscated by the Philippine authorities because of real property or inheritance tax delinquencies of the home and land owners. Over-pressured Filipino taxpayers who cannot afford to pay taxes are branded as delinquent Filipinos. What we do not know is that taxation is a legalized robbery under the present defective financial-economic system!

 

Filipino people are crippled physically, spiritually, morally, economically, culturally and environmentally by the crushing debts of the Philippines under the most nefarious power of the present private banking system, of the unjust policies of the International Finance. The   justification and pride that Filipinos are economically salient than other peoples on earth under the IMF-WB program are very deceiving and mesmerizing, adroitly misleading to hide or cover up the ugliest crime of the banking system.

 

The country has been already suffocated to massive and everlasting internal and external debts at skyrocketing interest payments. At 100% Philippine annual fiscal budget, some 50% is for INTEREST PAYMENTS as Automatic Appropriations Law under Presidential Decree No. 1177, institutionalized as Sec. 26 (a) Book 6 of the Philippine Revised Administrative Code of 1987 astutely perpetuated by the opportunistic International Financiers in collusion with government officials who prioritize  debt payments as the TOP ITEM in the budget with the 2005 allocation of P301.7 Billion, some documents have revealed that actually Philippine interest payment is a staggering P645.9 Billion. The P301.7 Billion represents interest payments only for the National Government Debt which recorded at P3.4 Trillion Total Debt last 2004, some have computed at P5.6 Trillion total debt including Municipal and Provincial debts. According to the reports, payments for the debt principal are amounting to P334.2 Billion which are mandatory appropriation due for 2005 that would bring to P645.0 Billion---which is computed to a daily debt service of P1.77 Billion, a hemorrhaging financial payment at the costs of millions of poor Filipinos groaning and moaning in dreadful poverty and dungeon of debts in the countryside. The government has no money, in fact, with the budget deficit of P200 Billion. At present, Philippine government has been on loan negotiations to private/commercial/foreign and international bankers to raise US$4 Billion either in Euro or US$ to re-finance maturing obligations – meaning to pay interest payments and address budget deficit – and the major reason why the Arroyo Administration is pressured to re-enact the 12% Expanded Value Added Tax or known as E-VAT as a condition in obtaining loans from these private/foreign/international bankers. Anyone can see or rather must see that most of the budget deficits over the years remained UNRESOLVED mainly because of debt bondage and interest payment vicious cycles. And 12% is a new gimmick and is likely going to increase again in the coming years – as a major part of the structural reform policy of the IMF to Philippines and to all highly-indebted third world nations. WE MUST REMEMBER THAT E-VAT IS JUST A  TOOL TO FULFILL AND SATISFY THE DICTATORIAL DEMANDS AND CONDITIONS OF THE IMF AND THE PRIVATE, FOREIGN AND INTERNATIONAL BANKERS IN ORDER TO PAY THE INTEREST CHARGES TO COUNTRY’S FOREIGN DEBTS, AND TO ADDRESS SUCH BALOONING BUDGET DEFICITS, REPEATEDLY AND PERENIALLY DAMAGING THE COUNTRY AND THE PEOPLE EVERY YEAR. Budget deficit is impossible to eradicate under the present debt money system. 12% Expanded Value Tax is now implemented in the Philippines, the major reason why the prime commodities and prices of basic essentials are increasing making it difficult for the poor families to survive.

 

What is indeed cruel is that, like interest payments, the principal payments are deemed as automatically appropriated by the Presidential Decree. THERE IS A PRESIDENTIAL DECREE TO PAY INTEREST TO AVARICIOUS INTERNATIONAL BANKERS ENSURING THAT THE MONEY IS APPROPRIATED AUTOMATICALLY BUT THERE ARE NO LAWS TO PREVENT HUMAN BEING FROM DYING OF EXTREME POVERTY. We may be allowed to criticize the Presidential Decree, but we cannot be allowed to repeal or touch it. We can also scrutinize  the budget, that is, the interest payments, but they cannot be allowed to be slashed. INDEED THEY ARE TWINS UNDER THE IMPERIALISM OF DEBT MONEY SYSTEM.

 

The Philippines has paid more than enough interest payments. It is already a heinous crime against humanity. This is infinitely silly and under the debt money system, the Philippine society, its population, culture, resources and civilization are certainly doomed to perish.

 

With this everlasting calamity of debts accompanied by pestiferous calamities of useless political warfare among government officials, in the executive, legislative and judicial departments are shackling and tormenting the entire Filipino population while millions are in the state of national despair facing dreadful poverty, insecurity and violence. We are almost at the brink of a civil war if hunger, unemployment, insecurity, injustice, indebtedness and financial-economic crisis will not be soon addressed and resolved. It is a silly chapter of our Filipino history that our nation is divided by political parties, by ideologies, by philosophies, by culture, by religions and faiths and the painful division between the rich and the poor. We are sailing on a paper boat of debt and instability without any direction.  What a great disaster to a nation in the deepest pit of debt and dire poverty when 95% of the domestic and foreign debts are evidently attributable to compounding interest charges of the cannibalism and vampirism of private/commercial/international bankers. As a result, 80% of the Filipino population is impoverished to the bone, skinned alive to death as perpetuated by the internationally unjust and environmentally destructive economic system and sinful structures of debt. These $200 Billion total debts and other odious debts incurred by the successive Philippine government administrations that tremendously  pressure the Filipino population and destructively destroy the environment are in fact, already paid many times over through the sleight macro-usurious interest payments  that since 1968 to 2005 with approximate computation that Philippines has paid back more than a hundred billion dollars. WE SEE THAT UNDER THE DEBT MONEY SYSTEM, THE BANKING INTEREST AND PROFITS ARE MORE VALUABLE THAN HUMAN LIFE. This is how the International Bankers have built up their  enormous vested interest to Filipino life miseries. They adroitly use engineering monetary gimmicks to put the Philippines and the entire population into a dungeon of indebtedness and dreadful poverty that have taken   into dimension of a great scandal.

 

We, the poor, hungry, disease-stricken, ageing citizens, miserable Filipinos with so many needs unmet, continue our torturous struggles to the bone, in the state of financial-economic recession-depression and environmental decomposition. We do not owe these gargantuan debts to private and international bankers but the cruelest effects of the Western-based outdated monetary debt-based money system.

 

The general misery of the Filipino people because of the imperialism of debt money system coupled with chronic political chaos is already unbearable, intolerable, unacceptable and therefore condemnable. Filipino people could no longer endure to extend the callousness of the banking system, that Filipino people’s most essential demand is denied:  FINANCIAL SECURITY. The People’s Money is controlled. THE DEBT MONEY SYSTEM HAS ALREADY CAUSED US TOO MUCH IRREPARABLE DAMAGES TO OUR LIVELIHOODS AND DAILY LIFE. The complete apathy of the bankers, economists, politicians and public servants to the rights of the poor and the calls for FINANCIAL-ECONOMIC BILL OF RIGHTS towards better living conditions lead to ever debilitating circumstances with excessive oil hikes, double-digit inflation, peso devaluation or depreciation, purchase power adjustments of the privatized electric agencies, electricity and water rates increase, unemployment, hunger, suicides, rampant heinous crimes, violence, conflagrating insurgencies and rebellions in the countryside, the increasing rates of bankruptcy, and the 10 to 12% Expanded Value Added Tax measures and other spiritual and moral unthinkable conditions.

As I explained previously, in relation to debt, poverty and misery of the Filipino people, let me explain further the iniquity of the 10-12% E-VAT being compulsorily  implemented by the Philippine government is very important for the entire population to understand. 10-12% Expanded Value Added Tax is being forcefully dictated by the IMF as part of its structural adjustment loans upon the country to pay the hugely accumulated interest charges of the country’s huge foreign debts. It is a legalized robbery to satisfy the demands and conditions of the pernicious IMF which has turned out to be an abominable economic and financial crime against the Filipino people in general. Increase of taxes and devaluation of money in general of almost everything and the high cost of living due to increase of the prices of prime commodities and services while less and less money in depreciation on the pockets of the poor citizens most particularly the AGEING CITIZENS, in the state of  miserable illnesses, insecurity and hopelessness and millions of others in the state of semi-starvation and actual hunger. IT IS THEREFORE SHOCKING THAT BECAUSE OF 10-12% EXPANDED VALUE ADDED TAX OR EVAT BEING IMPLEMENTED AS A LAW, REQUIRED BY THE IMF AS A COUNTRY’S SUCCESSIVE MAJOR TAX REFORM, THE FOODS, MEDICINES, RENTS, TEXTBOOKS AND SERVICES, ARE DRIVING MILLIONS OF CITIZENS INTO DEPRIVATIONS AND HORRIFYING CIRCUMSTANCES. IS THIS INTRICALLY EVIL THAT EVAT IS IMPLEMENTED JUST TO RAISE GOVERNMENT REVENUES TO PAY INTEREST TO INTERNATIONAL BANKS AND TO SHORE UP BUDGET DEFICITS? Don’t   we see that this is one of the terrible evils of debt money system? For me, this must be scrapped as it is blatantly unjust and immoral!

 

PHILIPPINE – Bataan Nuclear Power Plant racket of debt money system:

 

How unspeakable it is that Philippines is also heavily and odiously indebted to US Firm Westinghouse  and US EXIMBANK OR U.S. Export and Import Bank from the original loan of US$1.2 Billion to US$2.1 Billion that since 1980’s has been paying from US$350,000 to US$400,000 up  to the present in the amount of US$155,000 DAILY INTEREST OR US$56,575,000 every year, PAYABLE UNTIL THE YEAR 2018 and beyond! How lamentable it is that the overburdened Filipino people or taxpayers in the quagmire of poverty are being forced to pay taxes in more radical tax reform measures to pay interest charges to these transnational banks for these odious debts contracted by the traitorous leaders of the government. Hence, this nuclear power plant has been the most useless, the most expensive, and one of the most dangerous nuclear power plants in the world. This is a colossal wastage of money for the destruction of the Filipino people and the environment. This is a scheme of the hocus-pocus and chicanery tactics crafted by the US Westinghouse Company in collusion with the voracious government leaders financed by the interest-bearing loans from the US EXIMBANK. It is not just an odious debt but the bitter fruit of vastly damaging debt money system. This debt, like other country’s domestic and foreign debts, must be repudiated now.

 

CONCLUSION:

 

Many experts, economists, politicians and bankers believe and assume that the international debt crisis is so complex. But who makes it so complex?  They are pretending to be   ignorant about it. They know all about it and yet they keep on their conspiracy to continue hiding the ugliness and crime   of debt money system because of their vested interest and profits. But to Social Crediters, Monetary Reformers and economic and monetary activists, it is not so. The monetary reformers know the solution and we have the alternatives. We have presented   such solutions and alternatives many times for many years but rejected. The so-called economic peritus or experts to whom we rely for too long on debt issue, money, poverty problems  have taken us over to wrong direction of the financial enslavement of the debt-usury system of money creation by the banking system with millions of daily casualties, hopelessly struggling to survive to death in the Philippine countryside.

 

The Philippine debt crisis has not been abated but in fact it is getting enormously apocalyptic than ever killing more millions of Filipinos in savage cruelty.  As a Filipino Monetary Reformer and activist for economic and monetary justice, working for a mission for alternatives, I experience daily and witness the inhuman sufferings and difficulties of fellow Filipinos in the countryside in rural and urban villages, towns, provinces, and cities caused by the enormity of debt-related poverty owed and contracted by our successive government administrations to multilateral and bilateral financial institutions in the developed world. Dreadful poverty at the national level is parasitically permeating down to the   lives of the poof and the most vulnerable Filipinos in the countryside. The burden  of the dollar induced debts to transnational banks borne by the poor with billions of pound upon their back, who pay for interest charges a the cost of human life.  Payment of interest in terms of income reduction, under-funding or no more funding for health and education services and more and or forceful collection of taxes are really terrible. BANK CREATED MONEY OR DEBT MONEY SYSTEM LEADS TO DEPRIVATION AND MARGINALISATION OF THE POOR FILIPINO POPULATION INTO IRONIC STAGE OF PERPETUAL FINANCIAL HEMORRHAGE.

Philippine dollar induced debts are onerous. We have more than enough of debt payments always being prioritized (getting almost 50% of the national budget) above any item in public expenditures, including education, health, housing, environment and agriculture. The Filipino people who are oppressed by the system want to cancel or write off debts to IMF, WB, ADB and to most bilateral rich creditors in the West. We want to stop payments of interest to US banking institutions such as to US EXIMBANK and J.P. Morgan Banking and to others, those debts that go to graft-ridden and environmentally-destructive projects in the countryside. We want to be free from the calamitous consequences of colossal debt bondage, iniquitous and stiff taxes imposed by the international bankers, non-existent public services, skyrocketing interest charges and rates and the negative impacts of loan at interest   conditions. ABOVE ALL WE WANT TO BE FREE FROM THE ENSLAVEMENT OF THE MOST PERNICIOUS WESTERN-BASED DEBT-MONEY-SYSTEM.

THE NATIONAL MONETARY REFORM PROPOSED SOLUTION:

To radically cure the problem of the present miserable poverty in the Philippines, first, we must get out from the present defective financial system, cancel all   debts, for these are all odious debts (we have paid more than enough) under the tricks of the banking system. We must resist by all possible means with prowess and strong public opinion to  repudiate further  payments of interest both domes
