Hi Homestead and Corp 2020 Commons Working Group folks:

This is the response I received to the legislative proposal I drafted at
the request of Congresswoman Kilpatrick's office, and sent to the working
group yesterday:

Deborah, I haven't read thru all of
this, but I'm passing it on to the CRS staff whom I've tasked to prepare
some language that I can take to Office of Legislative Counsel.  I
hope to get an answer from them by either the end of the week or
next.
