I recently attended a small conference organized in
the department of the Canadian federal government that is responsible for the
administration of social welfare (distributive) programs. The focus was a
review of experience ini several countries with programs to assist poor people
to acquire assets as a means of getting out of the permanent poverty trap
and dependence on income-supplements. The attachment is my report to
members of the unit in which I work.
I call your attention in particular to
comments attributed to Ray Boshara. If you haven't already seen it,
you will find it interesting to read his article in The Atlantic
of January or February of 2003. In particular, his lengthy appendix of
organizations that are promoting asset acquisition, including this COG
site.
