I agree with Shann that the Kelsonian policy prescriptions are an inadequate tool for broadening ownership, because they only broaden the ownership of new investments. They are a good tool, but there needs to be other tools in addition. Of course a lot depends on your assumptions about how much new investment there will be in future years.
