Employee Ownership Legislation in Philadelphia

It's my understanding that the most significant barrier to starting an ESOP 
are the substantial legal fees required to set one up (bare minimum of 
$25,000). To the extent  that local and state governments can provide 
resources to deal with this barrier (e.g., cheap legal counsel, boilerplate 
language), the more employee ownership we'll get.
