Taxes are actually judged on 5 factors by those of us who study public finance:

cost of administration (compared to revenue generated)
economic impact (whether it impacts consumer choice)
equity (whether it is progressive, regressive or proportional)
 
and I forget the other two, but I will look them up and get back to you.
