I am going to answer your question. To be honest I did not spend a lot of time going over all the aspects of Capital ownership. The impressions that I got is that it seems to seek to imply we can get a system close to Marx and Engles without the methods they incorporated and which because of events since the USSR collapsed are made evident.
One important thing I have learned in my research on the single tax proposal is that there are no fundamental differences between Communism, Socialism, Fascism, and the misnomer Capitalism of the USA. The only differences are in degree not in substance. We have not had a free economic Society and we will only achieve it when the government relinquishes the right to confiscate a persons income and or property under the guise of taxes.  Paul
