We already have a two tiered society it consists of those who have and those who have not the rich and the poor. You are proposing to raise the poor to a level higher than they are now but at the expense of the rich. There is no way that this can be called fair and equal. The way to achieve fairness and equality is to have a free economy in the paradigm of Adam Smith in his book "The Wealth of Nations."  Paul Bottis
