Mike! The Tobin Tax is proposed to only tax international money transfers. By their own description it is a Robin Hood Tax that robs the rich to give to the poor. Therefore it could not be described as a fair tax. The odds that all the industrial nations would simultaneously adopt it would be highly unlikely. However the concept it uses debiting transactions at the point of origin is certainly the Ideal way to increase the tax base to the maximum and the tax rate to the minimum, it would raise the most taxes from those who have the most and still be fair and equal at the same time.
