new draft, subnational paper

Friends:

Attached is the revised and improved (I hope) draft of the subnational 
paper for a volume which we hope will appear with Cornell University Press 
in time for the October 2002 conference in Washington.

It will be posted to the COG site shortly.

Any input would be much appreciated.

Race, I need your help particularly in finding the proper attribution for 
your comments in the COG discussion.  I pilfered them from Deb who didn't 
provide the attribution.
