Feedback re: subnational paper



Much software as well as the expertise to use it is "capital" in economic
terms.

The Open Source movement, Linux, Apache, and similar Open Source software,
in economic terms, amounts to the distribution of capital. The "ownership"
of such items results from the ability to put it to productive use.

This can be quite localized.  In any event, the arbitrary delineations set
by national borders do not define the scope of  Open Source software.
