First half of Capital Ownership Group subnational paper

This is the first half of the DRAFT of a paper being prepared for the Ford
Foundation reporting on the results of the subnational discussion on the
COG website and at the April 2000 annual meeting. Ford has provided funding
to establish the COG Virtual Conference Center as a forum which can
facilitate an ongoing discussion around  a number of policy discussion
topics. These discussions were initiated in 1999 and have continued
throughout 2000.

A previous draft was presented at the COG meeting on April 14-15, 2000. The
comments of that meeting's participants have been incorporated into this
second draft. Additional comments emerging from the discussion carried on
at the listserv, eosubnat@cog.kent.edu, will be incorporated into a third
version.  

The attachment is in Word Perfect 6.1.

The other half of the paper will follow on Friday.
