EOpriv: New SEC Chairman

Dear Friend

Please forgive my impertinence in writing your on this matter.

I am sure that you have also been concerned about recent events at the
SEC. I think I know the person who could best step in to this situation
and bring the necessary unique blend of leadership qualities to restore
the trust in this important agency. He is Robert A. G. Monks. I have
had the honor of knowing him for over 15 years. The question is not if
he could do the job, but rather will he be considered for it. Bob does
not know about this letter, or my advocacy for him to head up the SEC.

Bob Monks held high appointed office in the Reagan Administration and
help set many of the legal standards protecting, supporting and
surrounding the retirement plans tens of millions of Americans rely
upon. Bob was among the visionaries that founded and help organize the
Council of Institutional Investors. He and Nell Minow founded
Institutional Investor Services which has become the most respected
guide in American business concerning shareholder voting issues. Bob is
the author and co-author of a number of books including, "Power and
Accountability and The Emperor's Nightingale" which laid out the facts
and warned of the dangerous course too many of our countries business
were taking.

Robert A.G. Monks is recognized world wide as the foremost thinker on
the relationships between corporate governance, shareholder
responsibility and investment. He is a former US Congressman from
Maine. Bob has been a high ranking corporate insider as well as a
champion of investor rights.

If you want to know more about this brilliant man you will find a wealth
of information at the web site http://www.ragm.com/

There are few men of his stature, personal integrity, business and
government experience. His history as an investor advocate can not be
matched. I think he would make an outstanding Chairman of the SEC.
However, I have no way to get this suggestion to the powers that be,
but to ask you to consider forwarding it to where you think it would
best be relayed to the White House and President Bush.

Please let me know your response.

Respectfully,

Richard D. Foley
