Dan Bell: Thank you for answering my question about privitization becoming a dirty name. My only interest was in connection with the delay that might cause in forming ESOP's. In reading the e mail it seems that governmental spinoffs do represent one of the better sources of potential ESOP formation, although that may not be correct. No one else answered the question so I must conclude thatyour assessment is correct. My own interest in international ESOP'S is two fold. First, it will help I believe to increase the personal wealth which can be created through stock ownership. Secondly, ownership can enhance the self worth of the worker if there is a truly democratic workplace. While not totally apples and appples this might be the next demand for workers around the world, partit was satisfiedicularly in those states who have be successful in gaining their independence from another state. I believe the Woodrow Wilson term self determination still appplies. On the other hand that thought may be too way out and only worthy of being discarded on the cutting room floor. Somewhat unrelated,it did seem feasable that states who are privatizing could gradually turn over those departments or services to the employees and the unions. It might seem a little less cold blooded than just selling the resource outright, and would retain the degree of government oversight until it was satisfied that the public good would continue to be served. As a small government American businessman this idea that government works for the public good while corporations do not is abhorrant. However, I have enough international experiences to lead me to believe that some other peoples do b elieve that their governmeent and unions do protect them from the excesses of national or multinational corporations.
