In the case of Great Britain, I do not know whether the
government would have operated the rail service more
safely than the private owners, nor whether the government
would have carried out a more open and expeditious
investigation of the previous accident.

Governments have been known to cover up embarrassments
in order to avoid liability, whether financial or political.

I think private owners have a lot to lose from accidents
financially. The profit motive could also move them to
find better ways of avoiding accidents and the financial
loss which results from them.

So, while the new owners (private) in Britain may have
been less careful than the old owners (government) in
this particular situation, I would not generalize from it.
