Fellow EO Privers: In the case of Great Britain, I do not know whether the government would have operated the rail service more safely than the private owners, nor whether the government would have carried out a more open and expeditious investigation of the previous accident. Governments have been known to cover up embarrassments in order to avoid liability, whether financial or political. I think private owners have a lot to lose from accidents financially. The profit motive could also move them to find better ways of avoiding accidents and the financial loss which results from them.
