Well, Louis Kelso himself proposed plenty of individual share ownership structures which weren't employment-based, and co-op grocery stores and credit unions provide some similar examples. I don't think there's anything incompatible between low employment levels and individual share plans. The issue is to identify categories of stakeholders which are stable enough to structure the ownership plans around. Residents in a specific community and patrons of a particular business could both work as target groups for an ownership program.
